Maximus serves as a squire in this brutal world, adding depth to the storyline.
As Vanity Fair elaborates, Ghouls in the Fallout universe are often depicted as mindless, mutated zombies, yet Goggins’ character, Cooper Howard, stands out as a legendary Ghoul who retains fragments of his former self. Described as a “gruesomely scarred roughrider with a complex moral code,” Cooper has survived for centuries, and the series occasionally revisits his past life as a father and husband before the nuclear devastation altered his fate and transformed him into an undead sharpshooter.
