Racist Ankle Monitor Photo Sparks Review of Chicago Judge
A Chicago judge is currently under review after less than one year on the bench, as reported by the Chicago Sun-Times. Judge Caroline Glennon-Goodman, who previously served in the Cook County pretrial division until January 10, has been reassigned by another judge following the exposure of a controversial text message. This message included a stereotypical meme that belittles the future of Black children, raising significant concerns about the appropriateness of her behavior as a judicial figure.

Unraveling the Controversy Surrounding Judge Caroline Glennon-Goodman
In an unfortunate incident, Judge Glennon-Goodman mistakenly shared what she believed to be her husband’s idea of humorous holiday cheer with a friend. The image in question depicted a Black child playing with a fake Little Tikes ‘My First Ankle Monitor’ toy, a piece of AI-generated artwork that reportedly originated from a TikTok video. Regrettably, this text was sent to another judge due to a mix-up with similarly named contacts, as disclosed by one of Caroline’s friends to Injustice Watch. This event has raised serious questions regarding her judgment and discretion as a judge.

Following the incident, Judge Timothy Evans has taken the step to reassign Caroline Glennon-Goodman temporarily. Consequently, she will no longer be responsible for making critical decisions regarding the incarceration of criminal defendants or their release, nor will she oversee electronic monitoring processes such as ankle bracelets. However, the precise nature of her current responsibilities remains unclear, highlighting the potential impact of this controversy on her judicial duties.
Furthermore, the incident has been escalated to the Judicial Inquiry Board for a thorough review and to determine appropriate sanctions. In the meantime, Judge Glennon-Goodman will undergo implicit bias training to address the underlying issues of the incident. A former Cook County state attorney has been appointed to temporarily fill her judicial role on the bench, reflecting the seriousness of the situation.
Cook County Bar Association Critiques Judge Glennon-Goodman’s Actions
The Cook County Bar Association has publicly criticized Caroline Glennon-Goodman for her involvement in sharing the offensive AI-generated image. In a statement issued to Injustice Watch, the association emphasized that while the text may have been intended for a different audience, this does not excuse the judge’s actions. They pointed out that the circulation of such media is inappropriate, regardless of the context or intended recipients.
“It is our understanding that the photo was meant to be shared with a different audience and that the judge involved has apologized profusely as a result,” CCBA stated. “Nevertheless, such media is inappropriate to share regardless of the intended audience. Discernment and judgment are of utmost importance for the qualifications of a judge. Any judge should be unbiased enough to not further circulate such a racist trope.”
Details surrounding Judge Glennon-Goodman’s apology remain unclear. The Cook County Bar Association’s statement highlighted that the image perpetuates harmful stereotypes about Black individuals, particularly impacting perceptions of Black men in the United States. Interestingly, reports from Black Enterprise indicate that the Chicago judge is known for her leniency regarding detention requests, having initiated her legal career as a public defender in 1997. She was initially expected to remain on the bench until 2030, making the current situation all the more significant.
